Douglas Foreman
CLU, ChFC – CEO
Doug has a BSBA in Insurance and Finance from the University of Florida and is a licensed life and health agent. He has qualified for the Million Dollar Round Table since 1990. Born in Orlando, Doug has been married since 1992 , he has two sons and a daughter. Doug is a past President of the Central Florida Society of Financial Service Professionals and currently serves on the Board for the Manufacturers Association of Central Florida and Habitat for Humanity of Greater Orlando.

Stephen Foreman
CLU, ChFC – President
Steve has a BSBA in Insurance and Finance from the University of Florida and is a licensed life, health and real estate broker. He is a 50+ year qualifying and life member of the Million Dollar Round Table. He and his wife, Sue, have been married since 1961, have two children, Karen and Doug, and five grandchildren. Steve serves as a Director on the Boards of Orlando Foot and Ankle Clinic, Spirit of Life Ministries, and Fresh Start Ministries.

Scott Bunkers
LUTCF, FSS
Scott has a Bachelor of Science degree in Management from St. Cloud State University in St. Cloud, Minnesota. Scott has been in the insurance business in Orlando since 1984 and has a life and health license. He is past president of the local National Association of Insurance and Financial Advisors and is still an active member plus an active member of the local Health Underwriters Association as well. Scott’s community involvement and support includes his Church and the Millennium Rowing Association. Scott has been married to Melissa for many years and has 3 grown sons.

Shari Oxman
Financial Executive
Shari holds the position of CFO and has been employed at Fringe Benefit Plans for over 30 years. She is married, has 2 daughters and 1 grandson. When not at work, Shari enjoys ballroom dancing and spending time with her family.

Sheila Wilhide
Account Executive
Sheila has worked in the employee benefits industry for 25 years, including paying claims for insurance companies, administering COBRA, and resolving client billing and claims issues. Sheila is married with two boys and is a native Floridian.

Andrew Smith
Director of Operations
Andrew is a native Floridian who grew up locally in Oviedo. He has over 11 years of employee benefits experience and lives by the motto excellence is a habit, he utilizes this to drive results within the operations team and in turn to all clients of FBP. He believes in making insurance easy for employers and employees by providing excellent customer service and utilizing technology to help people as if they were family. In his free time, he enjoys traveling to see his family in Colombia and trying new restaurants around Orlando.
Sean Tobin, CPA
Employee Benefit Advisor
Sean is an Orlando native and has an AA degree from Oxford College and a BBA degree from Emory University. Sean started his professional career on the audit team of Coopers and Lybrand in Atlanta. After 15 years, Sean joined the team at Professional Administrators in Orlando, providing custom designed insurance programs for employers of all sizes throughout the southeast U.S. Sean is passionate in assisting employers understand insurance and providing them with unique solutions that provide flexibility and savings. He is a licensed life, health, and variability annuity insurance agent, a Certified Public Accountant, and a past president of the Florida Association of Self Insured’s (FASI).
Mark R. Tiralosi
Employee Benefit Advisor
Mark has a BS Degree in Criminology and a Minor in Communications from Florida State University. He also has a Master’s Degree in Public Administration with an emphasis in Finance from FSU. Mark grew up in Orlando and has been in the Insurance Industry since 1991. He is a two-time Past President of NAIFA Central Florida. He was the NAIFA Florida State President in 2009-2010. He has served NAIFA at the local, state, and national levels, and has been an industry leader for many years. Mark enjoys helping clients meet their benefits needs. Mark is married to Cindy, and has two children- Matt and Megan, and three step children- Stephanie, Matt, and Tiffany.
Michelle Mosley
Employee Benefit Advisor
Michelle started her employee benefits career with voluntary insurance products in 2016.
She is a Florida native, is rarely seen without a smile on her face, or sporting her favorite color, pink. She has a daughter Alicia, and a grandson, Wyatt, that bring her the most joy. She also loves her Jeep Life and when the weather is right you’ll catch her riding with the top off at the beach and her two puppies hanging out the window.
Matt Marcus CRPC CPFA QKA
Retirement Plan Consultant
Matt, licensed as a financial advisor since 2005, focuses on employer-sponsored retirement plans. A native Floridian, Matt has lived in Central Florida since 2004. With experience living in Brazil and Latin America, he is well poised to navigate, assist and educate Central Florida’s increasingly diverse population on retirement planning. As an advocate striving to enhance and optimize benefits, Matt addresses employer objectives, plan expenses, and administrative obligations. In addition, as an advocate for both plan sponsors and employee participants, he alleviates sponsorship challenges and provides financial education to participants. He firmly believes a financially secure employee is a more productive employee.
Kristen Goerk
Technology Configuration Specialist
Kristen is a native Floridian who has been in the administrative field for 8 Years. She is dedicated to providing outstanding service with a welcoming disposition and creating exceptional first impressions. Kristen takes pride in providing support to our Valued Employers and to the entire FBP Team.
Mitchell Gross
Salesforce & Operations Specialist
Mitchell grew up in NJ and attended Rutgers University for his Bachelors Degree. He moved to Florida in 2015 to enjoy the great weather the state has to offer all year round. He has 5 years of experience working in operations helping businesses run more efficiently and service their clients with greater success. He is a team player and ensures we succeed together. Mitchell and his wife have two little boys and enjoy watching them flourish with knowledge as they get older. He also enjoys spending time with family and friends, going to the beach, playing golf, and relaxing by the pool.
Liz Kroyer
Benefit Advocate
Liz moved to Florida from New York in 1986. She began her career in Customer Service at Sea World of Florida. Liz has specialized in Third-party benefit administration including Defined Benefits, Defined Contributions and Health and Welfare since 1998. She has been with Fringe Benefits since 2019 starting out in the Eligibility department.
Liz has been married to her husband since 1996. She enjoys reading, crafts, ice hockey and animals.
Rachael Tyson
Senior Eligibility Specialist
Rachael was born and raised in central Florida. She has over 10 years’ experience with insurance in the medical field. In her free time, she enjoys reading, gardening, and spending time with her husband and dog.
Steven Hinton
Relationship Manager
Steven is a native Floridian and attended Bethune-Cookman University in Daytona Beach, Florida where he received a Bachelor of Science degree in Mass Communications. He has worked in the Healthcare industry for ten years, loves people, and wants to make sure that our groups receive the best quality of customer service. He and his wife have been married since 2015 and they have two boys and a girl. He loves sports and staying active and is a huge Jacksonville Jaguars and Atlanta Braves fan.
Ken Balsamo
Relationship Manager
Ken is originally from Rochester, NY, but Orlando has been his second home since he moved here in 1978. After graduating from Lake Brantley High School he attended the University of Tampa for two before relocating back to Rochester until 2020. Ken has two sons, Iain and Brennan, and a lovely wife, Missy.
In her personal time, he enjoys working out, golfing, biking, bowling, going to the beach, live music, and traveling as often as possible.
Chasity Beauregard

Chasity Beauregard brings over 18 years of expertise to her role as Relationship Manager at Fringe Benefit Plans, where she is dedicated to enhancing client experiences through exceptional customer service. A true Floridian with a degree in Travel and Tourism, Chasity embarked on her career in employee benefits in 2005, driven by a passion to influence the industry positively. Chasity is committed to building strong, effective relationships with businesses, ensuring they receive comprehensive benefits solutions tailored to their unique needs. Her approach combines a deep understanding of the industry with a personal commitment to her clients, making her a trusted partner in employee benefits planning. Outside of work, Chasity is an avid traveler who loves exploring new destinations. Sam is originally from New Jersey but considers herself a full-fledged Floridian. She attended the University of Rochester for a bachelors in chemical engineering and masters of science in business. When Sam’s not whizzing through open enrollment for her groups, she enjoys exploring Central Florida’s art community and reading literature.

Lourdes has worked in the Healthcare employee benefits industry for over 25 years. Her ultimate goal is to provide the best possible service to the clients. She currently resides in New Jersey and is anxiously looking forwards to make her move to Florida. She has three children. In her spare time, she enjoys reading and relaxing by the beach or pool. She also enjoys gardening and spending time with my family.
